The rise in violent crime and how to reduce it will be one of the key issues in the mayoral election in May and the Conservative candidate Shaun Bailey has set out his plan for policing.

He is promising more than 8,000 extra officers if elected. He hopes half would come from central government - although there are no guarantees of the numbers. And he plans to achieve the rest through a mixture of cutting funding at City Hall, controversial surveillance technology and the introduction of a tourist tax on hotel guests to help pay for the policy. Many countries in Europe charge a tourist tax including France, Croatia, Belgium, Greece, Italy, Germany, Spain and Switzerland.

Mr Bailey, 48, who is vying to replace Sadiq Khan as Mayor of London in May, is pledging to boost the Metropolitan Police's numbers from 31,321 to 40,000 if he gets into office.

Increasing the Met’s numbers to 40,000 would mean that London would overtake New York and Paris in terms of officers.

To help achieve this, Mr Bailey said he will lobby the Government to introduce a 1% hotel levy in London to generate about £48 million per year, paying for 734 new officers.

Speaking to reporters in Stoke Newington on Friday, he acknowledged that hoteliers "don't want" the tax, but argued that every major city in the world has introduced a levy.

He said: "I will definitely be lobbying for a hotel levy. London needs to be safe, we invite people here, and paying a levy towards safety is a great thing."

Mr Bailey, who lives in Romford, said an extra 1,590 officers will be paid for through a £104 million "Emergency Crime Budget", which will be funded by cutting City Hall costs on marketing, staff and union representatives.

He also seeks to secure a further 4,631 from the Government by asking for a "small uplift" in the number of officers already pledged for the capital.

Prime Minister Boris Johnson has promised to recruit 20,000 new officers nationally, with 1,369 allocated by the Home Office for London in the first year of the scheme.

Part of Mr Bailey's pledge is to also introduce a Domain Awareness System (DAS), which collects data from CCTV cameras and licence plate readers.

He claims the surveillance system, which is used by the New York Police Department, would save £63 million over four years through an "uplift" in efficiencies, and would fund up to 482 officers.

Mr Bailey, who is a member of the London Assembly, joined Met police officers in a weapons search of the Smalley Road estate, off Stoke Newington High Street in north London on Friday.

As police discovered a large knife hidden near some shrubbery on the estate, Mr Bailey said: "Hopefully you've beaten someone to it [in finding it]."

Speaking to reporters, he said: "My pledge is to get 40,000 police officers on the street. We have a rapidly growing population in London. Crime is already out of control and you have to plan to solve crime, and for me, boots on the ground is the first step of that plan.

"Any pledge I make is realistic, deliverable and costed."

There are far to many layers of government and it Ann,es them to pass on responsibility and accountability to the other layers.

The Mayor and councils gets to blame Westminster and Westminster gets to blame the Mayor and the Councils. On top of that, we all pay a lot more money for a lot more professional politicians.

It isn’t that long ago that we had no full time politicians outside Westminster. Now we have them in our Boroughs, our city, and Westminster. They all have a massive infrastructure around them that needs funding too.

We need a lot less government, which would provide us with a much easier and cheaper way to hold them to account.

I'd like to see them abolish the Mayor and the whole office. It's just a pointless political figurehead to waste more money with idiotic ideas that they force on other London councils. Khan is totally inept but he'll be kept in as he is Labour and a lot of London voted Labour.

I hope Khan gets it, just to engage the fuckwit club on here because he's a bit too brown for them. Must be difficult being scared of brown people in London. We should start a charity to help them, distribute polarised specs or something to let help them lead a normal life.
